Expanding Adam’s Vision
The Adam R. Scripps Foundation supports ChangingGears, a nonprofit addressing transportation barriers for low-income individuals, through programs offering affordable car purchases, financing, repairs, and automotive technician training.
ChangingGears recognizes a simple truth: opportunity doesn’t count unless you’re able to show up to take it. That’s why car ownership can be exceptionally empowering, and why ChangingGears was built to meet the transportation needs of clients with low incomes. By making private transportation affordable, they are helping ensure the opportunity to thrive is open to as many people as possible.
Signature Investment
Preserving Water, Empowering a Community:
Our $7M grant and loan package helps Llano, Texas protect its water supply and unlock new funding for long-term growth.
In 2024, the Advisory Board identified Llano County, Texas (pop. 22,875) as an ideal recipient of funding through the foundation’s Community Grant & Loan program.
Llano was facing an imminent crisis with its local water supply. Without a major rehabilitation of the city’s two dams, access to safe drinking water would be severely restricted within a decade.
The Advisory Board decided to award a grant of $3.5 million to the City of Llano for this project, with another $3.5 million 30-year loan at a below-market interest rate. The relatively low-cost loan, classified as a Program-Related Investment, creates opportunities for the city to apply for other state and federal grants.
Not only will the dam rehabilitation help maintain the livability of the community, but it will likely result in increased economic activity and job creation. The loan repayments will be used to fund other projects in small, rural communities.
